Mitigation Action Facility Financial Mechanism Plausibility Assessments

Globalfields was commissioned by the Mitigation Action Facility/GIZ to undertake an independent review of the plausibility of the financial mechanisms behind four proposed projects:

1.       Sustainable Power and Resilience for Colombia’s Energy Communities

2.       Decarbonizing Indonesia through Biogas

3.       Scaling-up Clean Heating Investments for Transformation (SHIFT), Mongolia

4.       Accelerating Key Net Zero Technologies by Leveraging Industrial Decarbonization Investment (ACTION), Brazil

 

As part of this project, Globalfields first submitted a first round of clarifying questions related to a variety of project aspects, such as discrepancies between proposals and annex documents, misalignments between assumptions and calculations, expected impacts (including emissions reductions), project focus, and the business model. Following responses, financial mechanism plausibility check reports were undertaken for each of the four projects, including but not limited to: the objective and relevance of the financial mechanism, its effectiveness, efficiency, and sustainability, evaluation of innovativeness and replicability of the financial mechanism, and assessing the overall justification pertaining to the requested support.

Through this assignment, Globalfields has reinforced its position as a trusted advisor to leading international climate finance institutions. Our analysis combined technical scrutiny of mitigation potential with a detailed assessment of financial structuring, risk allocation and incentive alignment, ensuring that proposed mechanisms were both conceptually sound and operationally viable within their respective regulatory and market contexts. This integrated approach enabled the Mitigation Action Facility and GIZ to base funding decisions on a clear understanding of financial additionality, catalytic impact and long-term sustainability.
